What is being proposed?
DHS published an OPT fee proposal on October 8, 2026: $70,000 for initial OPT and $30,000 for each subsequent recommendation, including STEM extensions after the initial fee has been paid. One initial and one subsequent recommendation would total $100,000; that is neither a universal charge nor a maximum. Federal Register proposal ↗
Who would pay?
SEVP-certified schools would pay before recommending an F-1 student for OPT. They could obtain funding from students or employers, so schools would not necessarily absorb the cost.
When could it apply?
Rulemaking comments are due November 9, 2026. DHS proposes starting the fees 60 days after a final rule is published, for recommendations dated on or after that effective date. A first recommendation under the new system could incur $70,000 even for a STEM extension if the initial fee has not previously been paid. Read the proposed transition rules ↗
What does this mean for students?
OPT offers practical work experience connected to an F-1 student’s field of study, before or after completing a program. It requires a school official’s recommendation and USCIS employment authorization. U.S. Department of State guidance ↗
